Italy: Collective agreement signed in mining sector
A new collective agreement was signed for the mining industry in late September 2008, providing for an average monthly pay increase of €107 over two years and dealing with matters such as outsourcing and health and safety.
France: Employers oppose increases in social contributions
The Medef employers’ confederation has strongly criticised the government for increasing the level of employers’ social security contributions from January 2009, arguing that this will damage business at a time when the economy is facing a crisis.
France: Employers recommend limits on executive pay
On 6 October 2008, the Medef employers’ confederation and Afep, which represents many of the leading companies quoted on the Paris stock exchange, agreed recommendations on top management remuneration, aimed at linking pay more closely to performance.
Firefighters and control staff: 2.45% increase to rates
Following agreement by the National Joint Council (NJC) for local authority fire and rescue services, 55,000 firefighters, retained firefighters and control staff have received a 2.45% increase to pay rates effective from 1 July 2008.
Welsh Assembly Government: 3.2% paybill increase
In the second year of a three-year pay award, around 6,500 Welsh Assembly Government staff below senior civil service level received an average pay increase of 3.2%, effective from 1 April 2008.

France: Legislation proposed to boost earnings
In September 2008, the French parliament started debating draft government legislation aimed at boosting workers’ earnings through: a reform of employee financial participation; changes to the way in which the national minimum wage is set; and measures to encourage pay bargaining.
Ireland: Draft national pay deal reached
On 17 September 2008, after lengthy and difficult negotiations, the Irish government and social partners reached a draft national pay agreement, providing for a 6% pay increase over 21 months (6.5% for lower-paid workers).
France: Government proposes guaranteed minimum income
On 3 September 2008, the government announced draft legislation to introduce a new guaranteed minimum income scheme for people with low incomes, aimed at promoting employment and tackling poverty among those in work.
